Study for the Frame Of The Collective Bargaining In The Public Sector (study in progress)
The recognition of the legal rights to collective bargaining of the public servants is very
recent in Greece. The most recent law of 1999 set the guidelines for the arrangement of the first
negotiations between ADEDY (Supreme Administration of the Greek Civil Servants Trade Unions) and
the Ministry of Internal Affairs and Public Administration. However, the law is in many aspects
restrictive and inoperative. In February of 2007 the Social Multi-center initiated the constitution
of a scientific committee with the directive to carry out the new legal frame of the collective
bargaining for the public servants. The study's main objective is to make use of the new facts set
by the constitutional revision of 2001 and to substantiate with scientific evidence the new
possibilities given to public servants to negotiate on salaries, promotions and issues of
industrial relations.
